I have read this before and it is my thoughts exactly. When we would get a rescue in that was a complete mess, found on the streets wandering, I can tell you we didn't work real hard to find the owners. Dogs are not a right but a privilege in my book.

Sad to say but I am sure owners like this will only get more dogs because they just don't care or view these creatures as unworthy.
