I think most vets prefer puppies to be 6 months old before neutering. However, some exhibitor/breeders do neuter/spay before a pup leaves their home at 12-14 weeks.
The YTCA site does have a list of breeders by state, I believe. Also, you might check this site, in the for sale section for your puppy. Good luck.
