Yes, that would be a great law I'm all for that being the case for dogs & cats, unless you obtain a breeding license. Especially for cats though! My gosh...those things can put out some babies! Cats pretty much stay in heat until they get pregnant, and can get pregnant again when the kittens are only 2 weeks old. It's amazing how quickly cats can multiply.
