When my baby sister had to give up her rabbit, I drove him 4 hours to the nearest no kill shelter so that he would be safe. No one in my immediate area would take him in because they were all too full.

My best suggestion is just to keep calling.. make a big list and go down it calling every shelter/rescue you can
