Put her on a good diet and you can try giving her some salmon oil, it is really good for the skin and coat.

Also I must mention, most brushes will scrape the skin. With dogs with thicker hair you won't notice it as much but it still scrapes the skin.
I would suggest getting a CC brush as it won't scrape her skin. Take the brush you have now and run it across you wrist. You will notice it will scrape and agitate your skin. The CC's brushes do not.
I usually use a comb and then a pin brush or a human hair brush...but Ill look into a CC brush on ebay..
