My shih tzu when she had her pups years ago did the same thing, seemed like she was being rough with them, but, as long as they're nursing, and they're not squealing when she's being rough with them, it should be okay..mine would move hers all over the place..the main thing is she isn't hurting them and that they're eating okay...mama dogs are very smart when it comes to their babies for the most part
