I too would only buy from a breeder that sells pets on a strict spay/neuter contract with limited registration. I'm even okay with the breeder withholding papers until proof of spay/neuter. Lacy was a gift to me and I know she didn't come from a good breeder, but both my cats came from show breeders and were sold with a spay/neuter contract (actually, my newest one came from a breeder that spays/neuters all kittens before placing them in pet homes..so she was already spayed when I brought her home).

Educate yourself and buy from reputable breeders or rescue.
