Here is The Indiana Proactive Animal Welfare (PAW) website with a list of animal abuse / neglect hotline numbers that you may contact IMMEDIATELY!! (I'm assuming this took place in Indiana)

I would also contact the Humane Society Of The United States in Washington, DC... FIRST THING IN THE MORNING.... they won't drop the ball and will know just the right contacts in your state to see to these poor babies and that this woman is held accountable for her actions...
