i had the same problem with buckeye a couple of years ago. the vet said the infection was probably started because of his stray hairs going in his eyes. i did just as you are doing. washing out with water and cotton balls. then the vet gave me some drops to put in his eyes a couple of times a day. he was fine in no time.
