Any breeder doing this is not an ethical breeder.. they are puppy mills... The nitch filling for small breed dogs other than purebred should be at your local pound or rescues... We have an over population of unwanted dogs and cats.. Sorry but this is really disturbing to see happening.. I know which ever dog you get you'll give it loving home...
