I think that is a little harsh. Yes, some people are allergic to perfumes, but the perfume can't fall off onto an article of say, clothing for sale. Dog hair can, and it can really cause a lot of problems for someone. Think about it, if your skin kid was a baby, and allergic to dogs, and they have a severe allergic reaction and almost die because someone brought their dog into a store... would you really be ok the owner telling you its not "THEIR problem...Deal with it!" I wouldn't...so that is why I respect places that have a no dog policy.
