For now you can use some conditioner... a very thick one to get the matts out.
you will have to work it in seporating bit by bit. give your puppy lots of treats while doing this
You may have to give your puppy a trim if it is that bad.
Then I would suggest ordering Bless the beast detangeling shampoo. It is really good for removing matts and preventing. Just give your puppy a weekly shampoo and it should help manage it.

You can order it from QVC.com... they have the cheapest package.
I heard the 4-fl oz fur polish pomade is very good with removing the matts as well.
