Oh, poor Teddy! I do hope this can be fixed - there may be some options, as it doesn't sound too terribly complicated (hopefully). I don't know if this sounds too *icky* for you - but it may help him if you sort of..."massage"...his anal area a bit, just to keep it more relaxed and to loosen the area. Just a thought. You could wear a rubber glove or use a tissue or something. Keep us posted. All the best to little Teddy, he sounds wonderful!
