I think once you tell them that you tried to work it out, explain, what you offered the buyer.... paypal may be on your side, it takes a bit of time. Or as another YTer said ....call paypal ... You can talk to a person who is probably going to decide what happens. Tell them: THis is a fraudulent claim (cannot produce any pics or a repair quote) and that you have tried to work with the buyer.
My husband has been an ebayer for years and this is how he has handled cheating buyers.
