Try taking him for a long walk or playing hard with him for 20 minutes or so before you give him a bath. That should help...Also, if you do this before his bedtime, he'll probably be tired.
I use a lavender scented shampoo that is supposed to be calming for them-couldn't hurt to try that too, right?
