Mine use the pads with out the spray.
If yours won't use the pad with out the spray there are a number of sprays that will work about the same.
if you have cleaned up a piddle puddle with a paper towel put that towel on the pad so his odor is on the pad that may also help. Dogs seem to go where they have left their scent. so just help out a little to get the scent where you want it.
ALSO be sure you have used a cleaner that removes ALL of the dogs scent from where he has gone before because regulars cleaners WILL NOT work.
