Are you crating him? If not then start. Crate him most of the time and when you take him out, take him to the spot you want him to go to the bathroom. Keep him there until he goes if you know he should be going. When he is doing his business keep saying the command you want him to learn. For me it was "potty". As soon as he stops doing his business stop saying the command. I did this for a week and now I say "go potty" and my yorkie runs to her litter box. Also it may be better to use pee pads instead of paper. Pee pads are more absorbant. I also feed my yorkie only twice a day on a schedule and if you do that it will help you learn his bathroom patterns. I think he will grow out of eating his poop but him being in a room with it all day is definitely not helping. Good luck.
