Sounds good in theory but doesn't work here. Ours (to my knowledge) does not do random door to door visits...someone reports you. You're allowed a maximum of 4 dogs and even if they are registered to someone else...it doesn't matter. When they make follow up visits...should that dog still be there...it's considered yours. I know this because a friend of mine...had 7 yorkies and had to get rid of 3.
