  Tell them that they belong to your daughters and you watch them while they are at work since they are almost never there it may work. If they ask for licenses then tell the AC that your daughters just moved back and havent had the time to get them registered and will do it as soon as possible. 
We also do not have a limit here and we live in the city limits. I dont know what I would do it I had someone telling me how many i could/could not have. I agree with whoever said the government needs to back off. They let homeless crack heads keep their children despite being badly abused and other horrible things but they limit people on fur babies who are spoiled rotten?? That just doesnt make any sense!!!
