That was one of the things I loved about living in Europe. HOWEVER, Europeans are a lot more responsible with their pet ownership than most Americans are. In my 6 years living there, I never
once encountered a dog that was not very well mannered. The dogs you'd see in restaurants, cafes and shops were very well mannered & trained to listen to their owner. Animal ownership is a very big deal in most of Europe.
