It's short for "spastic"
1. Of, relating to, or characterized by spasms: a spastic colon; a spastic form of cerebral palsy.
2. Affected by spastic paralysis.
3. Offensive Slang Clumsy or inept.
Most people use the word spastic in a derogatory way instead of in a medical condition way. When I think of spastic I think of out of control behavior, crazy, uncoordinated, etc.
