What some breeders with Maltese do is wrap the hair from the penis and then put a plastic liner for a baby bottle around it and band that around the hair not the penis, you don't want to put anything around the penis itself you could cut off the circulation.
I kept a CH Maltese for a friend of mine, I was worried about that coat and she showed me how they do it and it wasn't bad at all except I just can't explain it
I will try to wrap my Maltese boy if I get a chance to tomorrow and get some pics and send you. He still squats like a girl so I haven't started wrapping his but I am sure I will have to soon.
