Also, USDA licensing does not let the breeder treat the dogs as pets. They MUST live in kennels. USDA regulates commercial breeders and makes sure they follow basic requirements like proper housing, food, water, etc...although you'll find that a lot of USDA breeders are puppymills that keep their dogs in horrible conditions.

I saw a few "Parti Yorkies" on Petfinder.com that looked NOTHING like yorkies (regardless of color).

Educate yourself and buy from reputable breeders or rescue.
