Patience is the Key. It takes quite a while to get these little ones toilet trained. These little guys can't hold it that long when they are puppies, as they get older they will hold it longer. For me I trained mine to pee pads because of how cold it can get here. Also these little ones have to go at the strangest times.
If we are outside they will do their business outside.

If you want to train him to go pee inside, then when he goes pee on the floor take the pad and mop a little on to the pad. Take him to the pad so he knows to go to the pad. He is just a baby don't confuse him too much. Get him used to using the pads,( that's if you want him to use pee pads) and then if you want slowly start training him to go outside.
Also try to keep him confined to a certain area so that the pad is nearby,trust me when they're little and they have to go they can't go too far.

Don't get too frustrated it takes a while but they are really worth the trouble. It takes time trust me once this little guy is trained, the frustration will be a faded memory and you will be wanting another one.

Praise him every time he goes in the right spot. Mine are very treat motivated. These little ones really want to please you.
