sorry your little guy has stones.

The c/d food right now is useless because your vet does not know what kind of stones your dog is producing. When he gets the stones out make sure he sends them to the lab for analysis. The price you quoted for the surgery seems right, and is probably on the low end of the spectrum. i wouldn't expect anything less.
