I haven't read but a few of the response's to your post...

potty training can be a very frustrating time in your life, no doubt.

It sounds like you are going 2 steps forward, 1 step back-and that is okay.

We have a 9 month old girl. Confinement was the key.

At only a few months old, she did not mind being in her pen (hee hee-we called it the penitentiary) at all. In fact she LOVED it. There she would stay in her little pen with a bed, a little blankie, chew toys, food & water bowls...and of course a wee wee pad. Which she rarely used.

This way I could get things done at home and she could see me and was a happy little camper. She never had an accident in there.

We would of course continue to run her outside every hour and give LOTS & LOTS of good potty praise.

It will get better as your baby matures. Dogs are clean animals. They don't want to live in their own filth!
