Do you know anything about where he was purchased? Have you called the breeder. And a 12 wk old puppy isn't going to go out for a walk. But you shoul be able to call him and he follow you around the rooms and explore and play ball. They do get tired out and after playing for like 15 mins hard they need to get there rest due to the fragile bodies they have. Have you had this dog to the vet since you got him? Does he eat good?
