It sounds like you are doing the right things. Like one of the pp's said, if he doesn't go when you take him outside then no playtime, straight back in the crate. I assume you would like him to be cross trained for pee pads and outside? You said he has never used the pee pad at all, what type of situation is it set up in? The whole idea of potty training is really offering your pup the right option to use the potty. If you want him to use pee pads you need to put him in a situation where the pee pad is the only place that he will feel comfortable going. ie. an expen with food, water and a bed on one side and the pee pad at the other. That way you are setting him up for success and all you have to do is wait for him to get it done and do the happy treat dance till midnight. Having them in a crate is the same idea of course but IMO an expen is so much easier with these little ones.
