I teach agility and do I suggest all the dogs wears a collar even the small dogs. In obedience it is really hard to get a good healing pattern using a harness. Plus can't compete with a harness on either.

I do tug on the collar to move my dogs and I think it is okay to do it. But I have gotten on people who have yank or drag their dog too hard. I don't see the need for that.
