We are talking about the YT gift exchange. It happens about 4 times a year. But in order to sign up you must be a donating member, have been a member for a month or longer and have at least 100 posts. For more detailed rules for the gift exchange, see the YT Gift Exchange Sign Up thread in this section. I'd post the link, but I don't know how.
