Some yorkies don't like to wear clothes. I know my little girl Emma hates them, but my other yorkie McKenzie doesn't mind a bit.
It really helps to start putting lightweight, comfortable clothes on them when they're young to get them used to clothes if you're going to want them to wear a lot when they are older.
I would put a tee shirt on McKenzie for 5-10 minutes, then a few hours later repeat it, and kept adding time till she could wear the tee shirt all day without caring, and now she'll wear basically anything without a problem.
