Definitely....poor little thing. Maybe you should take her to your vet for a quick going over...she could have worms or something that you wouldn't want your dog to get.
You say she's wobbly, does she sneeze or shake her head a lot. I'm sure she's just starved and weak, but if her coordination is off & she carries her head off to one side she might be in the late stages of distemper.
