I'm pretty sure even vets have to have owners consent to sedate in most situations...I don't know if it's a law or not (I'm sure I'll learn all about it at some point) but for ethical purposes and legal protection, an owner has to sign a consent form for a lot of things. And this is for a VET who has gone through years of school. Groomers don't even have to have a license to groom...so ANYONE can do it...so they certainly don't need to be giving medicine or sedating animals
