Hmm, do you know who the rescue is? A couple of issues that I have is that most reputable rescue's have a clause that if you cannot keep the rescue it must go back to them. Was it a Yorkie rescue? Was it a local shelter where she got her from?
Second issue is that most reputable rescues and animal control always demand spay or neuter so these pups do not have more pups. A reputable rescue will never give up the papers as we have a hugh surplus of dogs in the US. Papers are only important if you are going to breed. Even if you are not going to breed it would be difficult to prove this furbaby was from a certain litter.
