Certainly if he's not carrying on when you walk out the door, there's no WAY that he's barking all danged day. I think your neighbor is just a jerk
One other thing. I just got the girls those everlasting treat balls and haven't hear a PEEP from them all afternoon, even when a neighbor rang our doorbell
