I'd wet her tongue and check her gums and make sure they aren't gray (dehydration). A little sugar water may get her started. Is she a new puppy? Maybe she doesn't understand that it's her water bowl or she could be used to a water bottle. 8 hours is a long time.
Wish there was a vet online here to answer some of these questions! I'd spoon feed her water myself.
