Is there anyway to set up a tape recorder, camcorder or web cam so you can see what is truely going on while you are way? If you can see or hear what the neighbor is talking about you might be able to find a solution. Plus, you might like to have proof of what is happening while you are gone... incase you need...to show that apt manager what is really going on.
