My dogs only go in the bags if we are taking them somewhere like the vet. I don't like them exposed to other dogs that maybe sick. And of course stores like Ross or marshalls allow dogs in a bag but not on a leash. Even Walmart lets a dog in a bag in where I live. Most of the time they walk but bags are handy for some things and it is nice to have them like it.
