It's fine to use a pee pad especially at a young age. I got my yorkie at 8 weeks and had no problem with him, of couse he was also a sturdy 3.5 lbs at that age . Anyway I used pee pads untill he was 4 months old he would go out sometimes too. I kept the pads by the door that he would go out of. My vet then recommended to have him use the potty outs side (she is not too fond of pee pads unless you are away for a long period of time). So at 4 months I took up the pee pad and he has been using the potty outside with not problems. When he has to go out he runs up to me, barks and turns around in circles. I am not sure if it is his large size or just luck but he has only had 4 or 5 accidents in the house since I have had him (he is now 9 months old), and has never been confined, even when we go out. I think they are very smart dogs and training is no problem with them at any age.
