Of course, it's ok to let her use the pads. You want to also remember that sometimes it's too cold or snowy and icey or there are thunderstorms or just night time when you don't want them to go outside. I trained mine to go on pads at first then gravitated to doorbells on both the patio door and the door to the attached garage. I placed pads in the garage. So, in decent weather I let her go outside if she wants. At night, she knows to go to the door to the garage and rings the bell. This has worked very well for my yorkie who is now passed on and for Kacee, too. I just never wanted them running around in the yard, even though it is fenced, at night. I never let her go out without me, anyway. I'm too scared of so many things happening to her.
