Although it seems that your puppy isnt thriving At least it has shown some weight gain. My little girl in this litter was 2.5 oz and went back and forth between 2-2.5 oz. At 1 week she had gone up to 3.1 oz and now she is still smaller thant he male. He is 11 oz and she at almost 3 weeks is 9 oz. So in approx 3 weeks she has tripled her weight. If it is gaining then maybe it will be fine. the smaller ones dont seem to gain as much because they start out smaller but 1/2 an ounce is a gain no less.I would be sure that it is getting enough nursing time on mom even if you have to remove all puppies but it from her and let it nurse.
Many times the smaller ones are just a day or 2 younger than the other pups in the litter, i know it sounds strange but if their egg was fertilized at a later date it is possible, Many times it takes a while to catch up but in the long run a lot of the smallest ones end up being the largest or at least not the smallest.
You almost can't tell a difference between my 2 puppies beside the girl being shorter .
