I had a similar problem with Harley. He would pee outside, but he wouldn't poop. He did poop outside occasionally. When he pooped inside, he knew he didn't do the right thing. I decided he might be confused as to what I wanted him to do so I started rewarding him when he did it correctly. He still has a few accidents, but he is coming around!!!!
