It is very possibly behavioral but I would have him checked for a UTI just to be safe. This especially comes to mind since when you catch him and take him to the pad he finishes. If he was marking he wouldn't have interest in finishing on the pad because he never really had to go to begin with. I don't think it is from increased play although it could be if he is drinking more water because of it.
