How much does Tookie weigh? I'd take a look at NV interactive feeding chart first. If he eating what they recommend, than he may just have a high metabolism (wish I did).

My Rocky is 4 lbs and no matter how much he eats, he will not chunky up. When I hold him, I can feel his bones. He is very healthy at the age of 4 years, and he has the energy of a 1 year old pup.
