I saw an episode where a dog was doing the same thing. They couldn't walk by any dog without their big dog going nuts on any dog that passed by. Cesar told them the dog was 1. feeding off their anxiety over the situation-they would tense up everytime another dog approached, and 2. "letting" him do it. He instructed them to keep the leash short and whenever they went by another dog to keep walking, looking straight ahead, and keep calm. At first they had to drag the dog, but they were not to look at the dog or have any reaction whatsoever, just keep walking. After a while it did work. We had to do this with Pippa, because she would try to growl and bark at people on our walks. Now she pays them no mind. If I remember right, Cesar also put the dog into social situations with other dogs. He maintained the "leader role" and kept the dog on the slip collar the correct the behavior, then whenever the dog tried to get out of line he does that "shtt" sound and a correction tug. He's so amazing-I would love to go to one of his seminars!
