I hate to say this, but if your parents can't afford a fence or some type of pen, maybe they should give him up to a shelter. Maybe the neighbors who love him would adopt him? I would be worried that he would get hit by a car or that the abusive neighbor would do something to him. While I don't agree with hitting a dog (especially after the neighbor fed the dog), I can understand why the lady wouldn't want a stray dog around her home.
I have no clue what my parents are planning on doing. They really want to find him a pen, not sure how much one generally runs. I know the loving neighbors would take him and adopt him, but they live half the year in FL, and their housing doesn't allow pets. So not sure what he would do part of the year. I understand also with her not wanting him around, I just don't think she should initiate him coming over. She is usually very friendly, her hubby we have always thought was a weirdo.
