That's horrible. Did you call out the guy or report him? Because the dog is a stray, I'm not sure if animal control would do anything about the guy.

I hate to say this, but if your parents can't afford a fence or some type of pen, maybe they should give him up to a shelter. Maybe the neighbors who love him would adopt him? I would be worried that he would get hit by a car or that the abusive neighbor would do something to him. While I don't agree with hitting a dog (especially after the neighbor fed the dog), I can understand why the lady wouldn't want a stray dog around her home.
