Because there is no such thing as a 'teacup' or 'toy' or 'miniature' or any other of a multitude of cusey terms that you will hear. There are Yorkies, the breed itself is classified as part of the Toy group as per AKC. When you hear someone claiming otherwise, they are advertising based on a mistruth, generally in an attempt to fool the unsuspecting buyer into thinking they are getting something special when in fact they are not. That being said, it is not advisable to deal with uninformed, misleading and outright dishonest breeders. And please be aware to be cautious of anyone who contacts YOU bombarding you with claims of "Oh I have a tiny pup who is just what you are looking for." Don't be rushed or pressured into any decision.
You have come to a great place to learn all about Yorkies. There is far to much information to be able to just 'tell you everything,' I'm afraid. I commend you on doing your research FIRST--it will save you alot of heartache and you will be making a much more informed decision. Like I said, take your time to gather information and search for the perfect dog for you and breeder that you are comfortable with. Read up here as every topic will give you information you never knew you never knew.
