Who has a social puppy and who has an anti-social one?

I was wondering if the need to leave the puppy at the breeders until 12 weeks for socialization is the same when it is going to a home with other yorkies and/or other dogs?

The reason I ask is that Ava came from a small litter of two and her sister was so much bigger than her that the breeder separated them almost as soon as they were weaned, or at least she kept them apart so Ava would not get hurt. Ava is very social, but she is also very independent. She loves to be held and cuddled but she doesn't mind being alone and playing by herself. She doesn't fuss or whine if you put her in her playpen and she loves people and all other animals. She is extremely social but not needy.

What is best when it is a small breeder who doesn't have other dogs except the litter of one or two and the parents?
