It is going to be a good while before you baby is housebroken. It definitely takes time and patience. I would suggest going out ever 30 minutes or so with him and be sure to reward and praise the hell out of him when he does good. Eventually as he gets bigger he will do better about holding it.
Get a good cleaner to remove any smells or stains from the carpet. You need to clean it good so they dont' get that smell or it's a wrap and they will always do it. I used natures miracle, and I also got to a point where I was using a 50/50 solution of vinegar and water.
Good luck and take a deep breath. Also for now if he loves him some rugs and they are only throw rugs you can pick them up.
